Doug's environmental practice centers on regulatory, transactional, and litigation matters, with special focus on Superfund, RCRA, and other regulatory cleanups, brownfields and VRP programs, and Clean Air Act matters.  Doug defends clients in federal and state enforcement proceedings, provides representation in critical agency rulemakings, and supports in-house compliance training and audits.  His experience includes having managed the environmental aspects of a wide variety of corporate, real estate, and financing transactions. He was a leading drafter of the widely used Georgia Voluntary Remediation Program Act enacted nearly unanimously in Georgia.

Doug is a member of the Planning Commission of the City of Chattahoochee Hills.  He supports the City’s transferable development rights programs (TDRs, PDRs, DTCs) through his work with the Chattahoochee Hill Country Conservancy and has been instrumental in preserving open spaces in the city under the Georgia Uniform Conservation Easement Act.  Doug is Recognized in Best Lawyers®2006 to present, including “Lawyer of the Year Environmental Law" (2019), and "Lawyer of the Year Environmental Litigation Atlanta" (2017), and in Chambers, USA® Leading Lawyers for Business 2007 to present.

KIMBERLY TAYLOR-CLOUD

Partner

Kim is a former Trial Attorney with the Federal government, where she represented the United States in administrative and District court proceedings. Kim is a member of both the State Bar of Georgia and the District of Columbia Bar.

Kim serves as a member of the Chattahoochee Hills Historic Commission, specializing in archival issues and development, and is the President of the Chattahoochee Hill Country Conservancy.
